Position Summary Information

Job Description

The Dean of Education provides visionary leadership for the School of Education and is responsible for academic and instructional programs; review of faculty performance; observance of collective bargaining requirements; budget; and physical facilities assigned. The dean ensures program compliance with state and federal requirements for teacher education. Reporting to the Provost and Vice President for Academic and Student Affairs, the Dean provides supervision over all majors offered in the School, and develops and maintains agreements with community or state agencies in support of academic and service programming. The Dean also fosters and assists in the development of grants in support of the programming.

Due to the nature of the work performed at Edinboro University, there is potential need for 24-hour coverage in this assignment.

I. Academic Programs

  • The Dean is responsible for the development and quality of all academic programs under his/her supervision consistent with the long-range and budgetary plans of the University.
  • The Dean’s responsibility for academic and instructional programs includes alignment of programs with standards established by learned groups, and particularly the ongoing maintenance of CAEP standards. This includes ultimate responsibility for achievement of relevant accreditations for all programs housed within the School of Education.
  • The Dean is responsible for the periodic review of all programs in the division on a continuing basis and consistent with University and Pennsylvania’s State System of Higher Education requirements.
  • The Dean is responsible for the development of new programming initiatives and curriculum reform, and particularly for the ongoing development and implementation of online programming, as appropriate. Such responsibility includes the discontinuation of programming that no longer satisfies student aspirations or meets certification requirements.
  • The Dean authorizes all faculty assignments after consultation with Department Chairs.
  • The Dean administers and monitors the advisement of program majors under his/her supervision. This will include procedures for the evaluation and award of transfer credits and other academic equivalencies in consultation with Department Chairs. Advisement guidelines will be circulated by the Dean to appropriate personnel.
  • The Dean monitors student academic progress, including verification of the completion of requirements for graduation.
  • The Dean oversees liaison with public agencies to ensure student assignment to appropriate clinical, pre-professional, and internship learning experiences. The Dean will also maintain positive relationships with regional school districts for mutual benefit.
  • The Dean will be responsible for the collection and dissemination of outcomes assessment data on students and programs in the School.
  • The Dean will collaborate with the Executive Director of Graduate Studies to ensure the quality and efficient offering of graduate programming from the School. This will include the appropriate offering of courses to meet student demand, assisting in assessment of program quality for continuous improvement, and development of new programs, as appropriate.
  • The Dean will lead the development and implementation of initiatives within the School to promote the recruitment and retention of School majors.

II. Faculty Development

  • The Dean will recommend personnel needs to the Provost for the departments/programs of the School.
  • The Dean will monitor the recruitment of new appointments, insuring compliance with affirmative action and University policies for hiring. In this activity, the Dean will recommend through the Provost the employment of new faculty.
  • The Dean will be responsible for the evaluation of faculty in accordance with the terms of the collective bargaining agreement. The Dean will recommend on personnel matters relating to evaluation, promotion, and sabbaticals.
  • The Dean will foster excellence in teaching, scholarship, and service.
  • The Dean will promote research, faculty retraining, and in-service programming to strengthen the quality of faculty performance through the allocation of resources, recommended workload equivalencies, and other means.

III. Budget

  • The Dean will develop, with the assistance of the Department Chairpersons, budgets for the School.
  • The Dean will implement measures of department productivity to ensure the efficient deployment of human and other resources in providing the educational experience.
  • The Dean will involve faculty and keep them informed on budgetary matters.
  • The Dean will have certain discretionary authority in the allocation and administration of the budget. The Dean is responsible for monitoring expenditures and authorizing transfers of monies as needed with appropriate approvals to maintain a balanced budget.
  • The Dean will be actively engaged with the University’s Advancement Office to participate in the acquisition of external financial gifts in support of the School and University.

IV. Institution-Wide Management

  • The Dean will periodically review the organizational structure of the School to promote the best delivery of programs academically, financially, and in response to market needs.
  • The Dean will represent the School of Education on the Provost’s Deans’ Council.
  • The Dean will be a participant in the development of institutional policies, especially those dealing with academic affairs.
  • The Dean will meet regularly with Chairs, both individually and in groups, to conduct the business of the University, including transmission of information and the discussion of issues dealing with instruction, program delivery, and the mission of the University.
  • The Dean will serve as a representative on various University committees as assigned.

V. Other Specific Responsibilities

  • The Dean serves as liaison with the Pennsylvania Department of Education to ensure compliance with State teacher education program certification requirements. The Dean also serves as a certifying officer for teacher certification applicants as authorized by the Department of Education.
  • The Dean will work to resolve problems involving faculty and students not resolved at the department level.
  • The Dean will address student concerns, as appropriate.
  • The Dean will encourage and initiate the acquisition of external grant funding to support School initiatives.
  • The Dean will represent the University on Pennsylvania’s State System of Higher Education committees as assigned.
  • The Dean will develop position statements as necessary to help direct the goals and expectations of the operational units.
  • The Dean will provide periodic reports to the Provost of School accomplishments, awards, and initiatives.
  • The Dean will supervise the School of Education office.
  • The Dean will work with University Advancement in the cultivation of donors to enhance the academic offerings of the School of Education and University.
  • The Dean will perform other duties as assigned.

Required Qualifications

Required qualifications include a doctorate in Education or related field; a minimum of 5 years of higher education leadership experience at the level of department chair or higher; direct experience in the NCATE/CAEP accreditation review process and online education; teaching experience and certification in K-12; a working knowledge of state and federal level issues in teacher preparation and other fields housed within the School of Education; a record of distinguished teaching, scholarship, and service; and progressive visionary administrative experience. The candidate must demonstrate strong interpersonal and communication skills, along with skill in problem solving and leadership.

Preferred Qualifications

Strongly preferred qualifications include successful experience working in a collective bargaining environment in higher education, have been promoted and received tenure, evaluated and mentored faculty, and possess experience as a Dean or academic Department Chair.
